The assessment model of Network level pavement performance was established by means of the fuzzy clustering method, which was based on gray correlative analysis among the pavement performance indexes of the component pavement units. The fuzzy equivalence relations were obtained. The maximum tree method was used, and the dendrogram was introduced on the basis of the different clustering level. Thus, the state of pavement performance can be demonstrated reasonably.
