摘要:

针对当前对项目组合管理能力进行评价需要解决能力体系构建和评价方法实现的问题，通过对相关理论及研究成果进行分析归纳，初步构建出适用于项目组合管理的能力指标体系;针对项目组合管理过程中不确定性，结合证据理论的优势将其运用到项目组合管理能力评价中，通过构建识别框架、确定可信度函数以及信息合成详述了评价的方法与步骤，最后以实例证明该能力体系与评价方法的有效性和实用性.

Abstract:

Based on the analysis and an induction of project management models and the former research,the project protfolio management ability(PPMA) index system is constructed initially. The evidence theory is applied to evaluating PPMA, By building the recognition framework, determining the credibility function and fusing the evidences, the procedure of PPMA evaluation is specified. Finally, an example proves the index system and evaluating method to be both effective and practical.
