基于平衡记分卡模糊网络分析的民生项目选择方法

Selection of Public Welfare Projects Based on BSC FANP model

摘要:

为降低民生项目选择的主观性和经验化，综合考虑民众需求、财务状况、项目特性等多方面的因素，建立了一个可适合各级政府部门的基于平衡计分卡（BSC）的民生项目评价指标体系及民生项目选择的模糊网络分析（FANP）模型，并提出了基于该模型的民生项目选择思路及决策流程.最后以某政府部门民生项目决策为例，对BSCFANP模型进行了应用，结果表明该方法可以为民生项目的合理选择提供有效指导.

Abstract:

With a consideration of the factors such as the public requirements, the financial status, the project characteristics, an evaluation index system was established based on the balanced scorecard(BSC) and fuzzy analytic network process(FANP) model available for governments at all levels. Furthermore, based on the model selection, a selection and decision process was proposed. Finally, a case study of the application of the method showed that it provided an effective guidance for rational selection of projects to improve the residents well being.
