长江大保护城市水管家模式及其实施路径探索

Study on City Water-housekeeper Mode and Its Implementation Path in Great Protection of Yangtze River

摘要:

长江沿线城市水业（务）对长江大保护影响重大。基于当前长江大保护现状和城市环保及工程建设领域的社会第三方服务模式的发展态势，分析了新发展阶段社会第三方创新城市治水新模式需求，演绎了社会第三方参与长江沿线城市水系统建设新模式（即城市水管家）的理论基础；阐明了城市水管家概念、内涵及其基本特征，确立了城市水管家模式的基本要素及其框架结构体系；提出了城市水管家模式的应用条件、实施方式或路径，并探讨了近年来模式应用进展与实践推广前景。

Abstract:

City water-industry along Yangtze River has important impact on the river’s great protection. First of all， based on the present development situation of Great Protection of Yangtze River， as well as the current development status on the social third-party service in the field of city environmental protection and urban engineering construction， the demand for social third-party how to explore and innovate a new water-controlling mode under the new developing stage， is analyzed. And the theoretical basis on the new mode， i.e. city water-housekeeper， for social third-party participating in the construction of city water system along Yangtze River is studied. Then， the concept as well as connotation and basic features for city water-housekeeper are put forward and clarified. And basic element and framework system for the mode of city water-housekeeper are also established. Finally， application conditions as well as implementation road map for the mode of city water-housekeeper within Great Protection of Yangtze River is put forward， and its application progress in recent years as well as further practical promotion in the future concerning the mode is discussed.
