Selection of Public Welfare Projects Based on BSC FANP model

Abstract:

With a consideration of the factors such as the public requirements, the financial status, the project characteristics, an evaluation index system was established based on the balanced scorecard(BSC) and fuzzy analytic network process(FANP) model available for governments at all levels. Furthermore, based on the model selection, a selection and decision process was proposed. Finally, a case study of the application of the method showed that it provided an effective guidance for rational selection of projects to improve the residents well being.
